Did you receive an email from a "Capt. James C. Williams" who says "After an extensive close door meeting between the Board of Directors UNITED NATIONS, THE WORLD BANK AND INTERNATIONAL MONETARY FUND), it was resolved and agreed upon that this body world international debt reconciliation committee will work extensively to ensure that your Contract Payment, Your Inheritance and Lottery Winning prize fund will be paid " and "DR. TED MOORE head of review, World Debt Reconciliation" The scammer will try to steal your identity and get you to send him money, but the text of the scam is so odd, it's hard to imagine anyone falling for it. If this email out-of-the-blue from an unknown foreigner offering to pay you absurd amounts of money for almost no work doesn't strike you as a scam, then you really need to read through a number of the scams on this website and familiarize yourself with their approach.
Capt. James C. Williams and Dr. Ted Moore (not their real names, obviously, and probably the same person) hopes to con you into sending money for various "fees" to free the fortune. If you would like a step by step explanation of how this type of "Advance Fee Fraud" works, click here!
Notice (highlighted below) some of the other obvious signs that this is a scam are poor spelling , use of free Yahoo/Hotmail/etc email accounts, proposals that make no sense, etc.:

1).What is the contract Amount and Country where the contract was executed?
2). What is the Bank name and location where your Inheritance Funds are tied up and amount due to you.
3). What is your Winning Prize lottery Company and the amount won.
Note that on receipt of your complain and list of debt due for payment, Your Fund will be called back from its various point where it has been tied up by World Bank and IMF and your payment will be arranged on the follow options below;
a). Via ATM card payment that you can use to withdraw money in any ATM machine in any part of the world, but the maximum is Ten Thousand dollars per a day.
b). Diplomatic cash payment.

Notice that the UN address is spoofed. The real source is a scammer in Germany: rolandoga05@freenet.de. The victim is asked to reply to tedmoore@unitednationsonline.net, which of course, has nothing to do with the United Nations: the scammer just made that name up and then purchased it for it for about $10. Just like you could go get the domain www.UnitedNationsHeadquarters.org (and we just did, to prove the point!) and that won't make it part of the UN!
