Ah, yet another "Prof. Charles C. Soludo" scam email... Did you receive an email stating that "Prof. Charles C. Soludo" claims that he has "been instructed by the Federal Government of Nigeria Revenue Office to leglly transfer your contract payment"? It is a scam. We can't understand why anyone would think this is legitimate.
This twit scammer decided he'd make himself sound like an educated professor and bank president by pulling obscure 50-cent words from a dictionary and randomly misusing them, along with his equally random use of capital letters and punctuation. Needless to say, his efforts were for naught.
Unless you are a contractor who has worked in Nigeria and is still owed money from the work, it ought to be apparent that this is plainly a scam. Also see related scams on this page and this page

From the records of outstanding contractors due for payment with the
federal government of Nigeria, your name and Company was discovered as
next on the list of the Outstanding contractors who have not yet
received their payments.
I wish to inform you now that the square peg is now in square whole and
can be voguish for that your payment is being processed and will be
released to you as soon as you respond to this letter. Also note that
from my record in my file your outstanding contract payment is
UD$10,000.000 (ten million United States dollars).
